Governor Bill Richardson's administration is developing a plan to limit greenhouse gas emissions in the state.
The plan, which will take the form of a bill in the coming legislative session, is based on the recommendations of a climate change panel the governor put together.
However, as KUNM's Jim Williams reports from Santa Fe, one prominent environmental advocate who sat on that panel is now pushing a more ambitious proposal of his own.
